Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as serving as the point of contact on small business matters and as a liaison responsible for responding to the inquiries and requests from Small and/or Disadvantaged Businesses. Experience in assisting in conducting market research and publicizing small business opportunities; Maintaining general familiarity with the buying activity’s existing and identified upcoming acquisitions.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of contracting principles, laws, regulations, and procedures applicable to pre-award and/or post-award actions sufficient to analyze contracts;
Knowledge of small business contracting principles sufficient to provide expert technical leadership, staff coordination, and consultation including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation;
Skill in providing advice and guidance to members of the contracting organization;
Skill in oral communication;
Ability to communicate effectively on complex Disadvantaged Business Enterprises/Small Business issues to all stakeholders;
Ability to provide "hands-on-training" to Federal, State, Tribal, local, and private sector personnel;
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
