You will serve as a FINANCIAL MANAGEMENT ANALYST in TRAINING AND EDUCATION COMMAND. .
Duties
You will perform or advises on work in any of the phases or systems of budget administration.
You will formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget
estimates before authorities.
You will review and evaluate budget requests; control, and reporting of obligations and expenditures.
You will analyze and recommended costs and benefits of alternative methods of financial management of organization’s programs and administrative operations; implementing legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and
activities.
You will a perform variety of other fiscal, accounting, or financial management duties and responsibilities.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
For the GS-11 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge and understanding of budgetary policies, precedents, procedures, and regulations to perform financial management work; 2) Identifying, analyzing, and resolving a range of budgetary problems such as development of alternative methods of funding or changes in program plans; 3) Reviewing or evaluating financial data for budget formulation; and 4) Providing technical advice and guidance on budget administration or funding requirements.
For the GS-09 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of budgetary policies, precedents, procedures, and regulations to perform financial management work; 2) Identifying, analyzing, and resolving a range of budgetary problems; and 3) Assisting in reviewing or evaluating financial data for budget formulation.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For theGS-11 Level:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree.
OR
Possession of an LL.M., if related.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
For the GS-09 Level:
Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
