Qualifications

Definitions: UNDERGRADUATE EDUCATION: A year of undergraduate education is 30 semester hours, 45 quarter hours or the equivalent of college study. This education must have been obtained in an accredited college or university for which high school graduation or the equivalent was a prerequisite. GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full time study. This education must have been obtained in an accredited college or university. For GS-15: Applicants must have one year of appropriate specialized experience equivalent to at least the GS-14 level in the Federal service that is in or related to public affairs and that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Examples of such experience could include leading an organization's national or regional communications program promoting scientific, natural resources, technical, or other issues of significant complexity. Such a program would include managing media, congressional, and public relations campaigns executed by a team of experienced communications professionals. Work will have necessitated coordinating the planning, production, and delivery of communications materials and events under continuous pressure to tight deadlines and assuring high standards of writing and technical accuracy in communication materials, while simultaneously working to engage target audiences through creative or novel approaches. At this level, candidates must have a mastery of the principles and methods used in managing a fast-paced public affairs program; be experienced at conceptualizing, planning, and executing proactive communications strategies and managing outreach campaigns; be able to respond quickly and effectively to emergency events and crises; and be able to evaluate the effectiveness of such efforts.
