The positions are located at the Office of Construction and Facilities Management, Financial Management Services Office in Washington, DC. This office is responsible for the effective planning, analysis, formulation, execution and administration of funding for general operating expenses, policies, and special management studies. In addition, oversight for the formulation and fiduciary management of design and construction funding for the Department's major capital programs.
Duties
The Budget Analyst consolidates budgetary needs and develops related supporting documentation and assists in the development of the major program operating plan with fiscal year funding goals and objectives. Compiles data to formulate range forecasts for capital facilities funding needs and develops data on economic trends, assumptions and guidance provided by OMB, Office of Construction and Facilities Management (CFM) program initiatives and submissions developed with the input of the division chiefs and Departmental executives nationwide. The major duties and responsibilities include but are not limited to:
Consolidates budgetary needs and develops related supporting documentation.
Assists in the development of the General Administration (GenAd) and/or Major Construction program operating plans with fiscal year funding goals and objects.
Complies narratives and statistical material and prepares exhibits and related background information concerning the construction budget and programs for use in briefing top agency officials to appear before Congressional appropriations committees and performs similar information-gathering and budget justification tasks in writing responses to requests submitted by OMB and/or Congressional staff members.
Monitors the execution (i.e., obligation and expenditure of funds) of the approved operating plan to ensure that funds are properly allocated and tracks obligations, expenditures, and associated balances in a timely and effective manner in support of authorized management objectives and provides reports and analysis of obligations, expenditures, carry-over, and other fiscal data.
Executes funding to Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemetery Administration (NCA) and staff offices with the execution of Transfer of Disbursing Authority (TDA) and reviews of Monthly Performance Review (MPR)
obligations for major funding.
Conducts in-depth analysis on funding levels, carries out qualitative and quantitative analysis and transitions results into quarterly executive reports, and performs other duties as assigned.
Monitors the contract administration process to include oversight of interests paid. Funding is for multi-million-dollar projects and
includes multiple project needs for major infrastructure requirements.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: procedures and requirements for formulation, justification and execution of those funds; expert knowledge of the funding processes from formulation through execution for Congressionally appropriated funding; experience with Federal budget processes; experience identifying and analyzing relationships within a budget for the development of annual programming operating plans and experience using financial management systems and other software applications for spreadsheets, word processing, and database management for forecasting and identifying discrepancies.
