Position is located in the U.S. Department of Labor, Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI).
Position can be filled in any of the following locations: Washington, DC; Boston, MA; Philadelphia, PA; Atlanta, GA; Dallas, TX; Chicago, IL; or San Francisco, CA. Location will be determined at time of selection.
Position is inside the bargaining unit.
Duties
The incumbent will be responsible for coordinating and collaborating with OUI management, the senior leadership with ETA and DOL, Regional Offices and other Division area staff to obtain program requirements, interpret policies and processes and to ensure understanding and compliance of program regulations and provisions that will support the business processes and system development of UI programs within the project scope.
Develops and implements ways to improve the effectiveness of business processes to support various UI benefit programs and supporting services to customers; data and systems and assists in the successful migration of existing and revised critical Agency data, business processes, requirements, and systems to improve Agency delivery of benefits and other services.
Informing external and internal stakeholders, employees, and others as identified by management of UI Project information, key deliverables, milestones and/or action related to the benefits/service delivery.
Documents program business processes, rules, and business requirements for specified UI benefit programs which contributes to the conversion of acceptable business requirements and documents into formats appropriate for the solution.
Analyzes and evaluates the requirements for development, design, testing, and implementation of systems.
Maintains a continuous awareness of policies, planning and ongoing events/activities within the Agency related to Information Resources Management (IRM) and modernization.
Collaborates with a wide range of management, Program, and IT personnel throughout the Agency, Department, and the industry as a whole.
Develops and presents recommended corrective actions or solutions for approval on problem areas.
Advises senior level analysts, other Agency officials, and staff on pertinent issues and critical issues and makes recommendations on how to address those issues.
The incumbent conducts meetings with various UI subject matter experts to discuss programs, program operations and business process improvements and key performance measures and outcomes that can be achieved through the development of the implementation.
Provides response and oversight support to UI Programs nationwide.
Prepares and presents briefings and makes presentations on the assessments progress and results, to include preparation of technical reports and/or documents on progress and results.
Gathers, identifies, and assembles data and prepares periodic formal review and analysis for senior management officials, Associate Administrator, and supported program manager.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Must meet all of the specialized experience listed below:
Preparing narratives that include statistical evidence and justification in support of recommendations and/or proposed initiatives within the state and/or Federal Unemployment Insurance (UI) programs.
Developing long-range program plans, goals, objectives, and milestones; and
Identifying issues and developing resolutions to meet project and/or program goals.
