This position serves as Program Support Assistants within the Consolidated Patients Accounts Center (CPAC), organizationally aligned under the Chief Finance Officer in the Veteran Services Department, located at the VHA Office of Finance-Revenue Operations in Asheville, North Carolina.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The CPAC is a regionally consolidated business entity established to increase revenue operations through the VHA network using an industry-best model built on regional management of key aspects of the revenue cycle, including process standardization, accountability and economies of scale for several Veteran Integrated Service Networks (VISN). NOTE: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Your duties can include, but are not limited to, the following: Serving as the primary Consolidated Patients Accounts Center (CPAC) contact for the Veteran, the Veteran's representative, or other advocate regarding all aspects of first-party copayment debt within the VA system; Performing account reconciliation of first-party bills needing remedy action, including copayment refunds for retroactive exemptions, credit balance refunds (pre-payments), first-party bill balance adjustments due to receipt of corresponding third-party payments, etc.; Providing billing level adjustments, remedy and corrective actions, and overall resolution of 1st party copayment debt; Researching and communicating debt relief options available to the Veteran customer; Providing assistance and guidance to Veteran customers with debt referred for collection out of the VA accounting system into the Treasury department collection arena; Performing research to determine the correct action or response for probate / legal case handling, bankruptcy protection and case remediation, small balance account adjustments, the cessation of collection actions and the removal of aged debt; and Performing complicated copayment adjustment actions in compliance with VA financial policy through the application of third-party payments to corresponding first-party copayment debt, a process known as claims matching. Qualifications

To qualify at the GS-5 grade level, you must meet at least one of the following Minimum Qualifications. SPECIALIZED EXPERIENCE for the GS-5: You must have one year of specialized experience equivalent to the next lower grade level (GS-4) in Federal Service. Specialized experience is defined as experience that has provided you with the knowledge, skills, and abilities to successfully perform the duties of a Program Support Assistant (Office Automation). To be creditable, specialized experience must have been equivalent to at least the GS-04 grade level. Specialized experience includes assist in explaining financial programs, and available debt management options, complete adjustments to copayment accounts to resolve debt relief and assistance, assist in performing account reconciliation of first party bills, including copayment refunds, balance adjustments due to receipt of 3rd party payments (claims-matching)detailed auditing and reporting reviews and bill reconciliation related to retroactive copayment exemption decisions, and adjustments, ascertain the current financial status of the customer, and providing guidance and recommendations on the benefit and related options available for remedy relief in the form of Waiver, Write-off, and Compromise offer payment solutions, prepare written documents such as correspondence, memoranda, reports, etc., assist in researching to determine the correct response and case remediation, small balance account adjustments, utilizing office automation software such Microsoft applications such as Word, Excel, and SharePoint. This experience must be detailed in your resume to receive credit. OR EDUCATION SUBSTITUTION: Possess a bachelor's degree or 4 years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. that provided the knowledge, skills, and abilities necessary to do the work of this position. Transcripts required. OR COMBINATION OF EDUCATION AND EXPERIENCE: Possess an equivalent combination of specialized experience and post high school education as described that demonstrates the ability to perform the duties of this position. For the GS-05, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Experience must be detailed, and Transcripts required. SPECIALIZED EXPERIENCE for the GS-6: You must have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-5) in Federal Service, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Program Support Assistant, GS-6 position, and that is typically in or related to the work of this position. Specialized experience includes explaining financial programs, and available debt management options, complete adjustments to copayment accounts to resolve debt relief and assistance, performing account reconciliation of first party bills, including copayment refunds, balance adjustments due to receipt of 3rd party payments (claims-matching)detailed auditing and reporting reviews and bill reconciliation related to retroactive copayment exemption decisions, and adjustments, ascertain the current financial status of the customer, and providing guidance and recommendations on the benefit and related options available for remedy relief in the form of Waiver, Write-off, and Compromise offer payment solutions, prepare written documents such as correspondence, memoranda, reports, etc., assist in researching to determine the correct response and case remediation, small balance account adjustments, utilizing office automation software such Microsoft applications such as Word, Excel, and SharePoint. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
