Duties

This position receives guidance and oversight of program requirements from the Office of Academic Affiliations (OAA). OAA collaborates closely with many other VA and VHA offices, over 1,400 health professional schools, colleges, and universities across the nation and a wide variety of licensing, accrediting, member and specialty organizations to fulfill this obligation. VA is the largest provider of health professions education and training ad second largest funding source of graduate medical education. -Utilizes a comprehensive knowledge of a wide range of VHA, laws, policies, regulations, and precedents, applicable to health care and HPEO programs to perform complex support duties associated with the management and control of resources. -Provides technical and administrative guidance necessary to achieve efficient service operations within the VA medical facility and maintain stakeholder satisfaction. -Prepares and tracks documents and correspondence to coordinate actions and close action items. -Anticipates obstacles to operational management that are likely to interfere with the accomplishment of objectives and takes or recommends the necessary action to prevent their occurrence. -Assists management ad supervisors with human resources (HR) processes, catalogs actions and paperwork, and provides advice to accomplish supervisory goals. -Provides administrative orientation and training to new employees within HPEO. -Facilitates performance measure goals by monitoring, reporting, and acting on suspense items, accreditation standards, needs assessments/surveys, and budgetary requirements. -Assists in the formulation and execution of budget estimates and assists with preparing and updating the budget spreadsheets which are used in budget briefings. -May serve as the purchase card holder. -Provides general office supply and equipment support service by procuring services and supplies, providing justifications and cost-benefit analysis. -Serves as timekeeper in the service. -Position provides program support for functions related to the administration of HPEO funding, accreditation, appointment process, and affiliate relationships in accordance with the VHA OAA directives, handbooks, policies, memos, and notices. -Coordinates special projects by performing a variety of duties such as collection and compilation of information involving administrative or support issues. -Prepares and assembles information to develop draft reports, recommendations, or presentations. -Plans and/or provides support for conferences, workshops, meetings, etc. to include preparing the draft agenda and ensuring that appropriate working papers and reports are complete and ready for presentation. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-6 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-6 SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to the GS-5 level in Federal Service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would consist of experience in positions that required: Knowledge of a full range of functions to operate word processing software, as well as additional functions to operate a variety of other office automation systems to fulfill various office needs, e.g., forms fill and production, and database management; knowledge of the substantial range of functions within all software types to check grammar and spelling, import and export data, edit tables and graphs within text, and update or modify existing databases; knowledge of clerical and administrative skills such as grammar, punctuation, spelling, correspondence formats, staffing charts, records management and filing requirements to assist in preparation, edit, quality control and retention of documentation; ability to provide technical assistance for computer and printer problems; ability to prioritize, compile, interpret, analyze, and summarize data in the completion of assigned work; ability to communicate and work with management and staff; and ability to appropriately and courteously communicate and relate to internal and external customers. GS-7 SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to the GS-6 level in Federal Service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would consist of experience in positions that required: experience organizing and planning the clerical and administrative activities of an office; skills in preparing correspondence, various reports, forms, and documents and reviewing to ensure compliance with regulations, rules of grammar, format guidelines, and special policies of the facility; meets and works with individuals at different organizational levels and persons of diverse backgrounds; knowledge of computer software such as database, spreadsheets, and graphic programs; skill in providing technical assistance for computer and printer problems; skill in proofreading and final review of correspondence and reports; experience and skill in transcription of clinical and/or administrative materials, compiling summaries of minutes and meetings, and preparing minutes and agendas for distribution; and skill in effective communications, interpersonal relations, and appropriately relating to internal and external customers. As a general rule, education is not credible above the GS-5 level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: : The work is primarily sedentary at a desk and workstation area. However, there may be some walking, standing, bending, and carrying of light items like papers, reports, files, or possibly moving computer equipment. May stand to great visitors and escort people o meeting areas. No special physical demands are required to perform the work. Work Environment: The majority of the work is performed in a Medical Center office setting.
