This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the , at the U.S. Agency for International Development (USAID).
Duties
Performs full range of administrative and management functions, establishes guidelines and performance expectations for staff, observes workers' performance; conducts work evaluations and furthers the goals of equal employment opportunity (EEO).
Identifies/analyzes U.S. foreign policy, security and development issues, prepares program memos, reports, and written materials, implements programmatic actions related to non-presence settings and advises in assessments/results framework.
Represents Bureau on matters related to non-presence countries, prepares analyses on activities in non-presence countries.Serves as POC with outside organizations, communicates and advises perspectives on non-presence country activities.
Lead planner for non-presence countries, provides guidance where precedents are scarce or nonexistent.
Recommends budget levels, monitor performance, and project progress. Leads agency working groups and serves as lead at public meetings.
Requirements

- Must be able to obtain and maintain a Top Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience GS14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) serving as a USAID desk officer for countries with no headquarters presence; managing overseas development programs within the USG or an outside organization implementing programs with a limited headquarters presence;(b) providing high-level briefings to senior USG officials to communicate complex and/or sensitive information related to Europe and Eurasia; and(c) engaging with USG interagency and Congressional staff to advance U.S. foreign policy and development assistance goals in the Europe and Eurasia region.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
