About the Position: This position is an Instructional Systems Specialist with the Directorate of Training and Doctrine, Fires Center of Excellence (FCoE) located at Fort Sill, Oklahoma. Incumbent will serve as the Branch subject matter expert and project leader for the analysis, design, development, implementation, and evaluation of relevant and educationally effective curriculum through application of instructional and educational technology and adult learning theory.

Duties

Conduct need analysis and front end analysis by using professional training, education, development methods, and current regulations Oversee the assessment of physical work requirements under combat conditions following the Physical Demands program. Apply the professional knowledge and skills of instructional technology, educational technology, educational psychology, adult learning theory, instructional design and tests and measurements to the development and review of curriculum. Prepares and reviews comments of technical publications and administrative correspondence. Evaluates training materials, requirements, plans publications, and tests.

Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-09: One year of specialized experience which includes the following: Recommend actions to improve training program efficiency; Provide support developing innovative methods for an education or training program; and Review existing courses that require routine minor modifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
