About the Position: This position is an Instructional Systems Specialist with the Directorate of Training and Doctrine, Fires Center of Excellence (FCoE) located at Fort Sill, Oklahoma. Incumbent will serve as the Branch subject matter expert and project leader for the analysis, design, development, implementation, and evaluation of relevant and educationally effective curriculum through application of instructional and educational technology and adult learning theory.

Duties

Conduct need analysis and front end analysis by using professional training, education, development methods, and current regulations Oversee the assessment of physical work requirements under combat conditions following the Physical Demands program. Apply the professional knowledge and skills of instructional technology, educational technology, educational psychology, adult learning theory, instructional design and tests and measurements to the development and review of curriculum. Prepares and reviews comments of technical publications and administrative correspondence. Evaluates training materials, requirements, plans publications, and tests.

Additional information about transcripts is in this document. Basic Requirement for Instructional Systems Specialist: (NOTE: You MUST attach a copy of your transcripts.) Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-09: One year of specialized experience which includes the following: Recommend actions to improve training program efficiency; Provide support developing innovative methods for an education or training program; and Review existing courses that require routine minor modifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. (NOTE: You MUST attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (NOTE: You MUST attach a copy of your transcripts.) Specialized Experience for GS-11: One year of specialized experience which includes the following: Develop material for portions of a new courses that conform to existing guidelines and precedents; Review existing courses that requires minor modifications, such as routine periodic updating; Evaluate audiovisual aids for courses from a variety of sources to identify those aids that most effectively and efficiently enhance training; and Develop objective tests items. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. (NOTE: You MUST attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (NOTE: You MUST attach a copy of your transcripts.) For qualifications determinations your resume must contain hours worked per week and the dates of employment (i.e., HRS per week and month/year to month/year or month/year to present).
