This position is located in the Office of Partnerships and Public Engagement (OPPE), which is the lead organization in the U.S. Department of Agriculture (USDA) for the planning, development, administration and coordination of all Department program and activities concerning advocacy and outreach programs as they relate to small farms and ranches; beginning farmers and ranchers; socially disadvantaged farmers or ranchers; and the minority land grant colleges and universities.
Duties
Develops, analyzes, edits, and revises OPPE and/or agriculture related regulations and policy documents.
Interprets OPPE/USDA program regulations, directives, and policies, and determines appropriate courses of action.
Analyzes complex issues of OPPE/USDA authorities and operations, investigates potential solutions, makes recommendations to managers, and prepares strategies to address and resolve issues that may have little or no precedent.
Reviews and interprets Congressional directives and related committee reports.
Prepares draft reports, memos, or related responses for USDA leadership review.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
At the GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Program Analyst. For this position, the specialized experience is developing and analyzing policies, procedures, or regulations for an organization; and providing recommendations to management on program regulations and directives to improve effectiveness and efficiency of an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no education substitution for the GS-13 grade level.
