The Lead Transportation Specialist provides leadership, staff supervision, management and coordination of FMCSA's Bus Safety Program that includes the following program emphasis areas: 1) Bus Inspection Program; 2) Compliance Reviews on Motorcoaches; 3) Improved Bus Safety Data; and 4) Passenger Carrier Security. Each of these programs, individually and collectively, supports FMCSA's safety mission, goal and strategic plans.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience with FMCSA and FMCSR regulations and enforcement policies and procedures as it pertains to commercial passenger operations. Experience applying analytical, fact-finding, and problem-solving techniques through the interpretation of Federal regulations, policies, and guidelines, to recommend programmatic changes. Experience communicating technical information verbally and in writing regarding policy and guidance to other Federal agencies, industry and the public on complex issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Problem Solving (‡) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
