This position is located in the Office of the Associate Director, Patient Care Services/Nurse Executive/Chief Nursing Officer at the Sioux Falls, South Dakota VA Health Care System. The Program Specialist will report to the Associate Director, Patient Care Services/Nurse Executive/Chief Nursing Officer, performing a wide variety of support functions and special projects and assignments directly for the Associate Director, Patient Care Services / Nurse Executive / Chief Nursing Officer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7:Experience: You qualify for the GS-07 grade level if you possess one full year (52 weeks) of specialized experience equivalent to the GS-05 grade level in the federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position and is in the normal line of progression for this occupation. Qualifying specialized experience includes: Preparing a variety of correspondence (such as letters, memoranda, commendations); Compiling data from diverse sources, extracts and assembling information for reports or presentations; Analyzing data maintained in an automated tracking system or in computer programs using spreadsheets; Skill, and proficiency in multiple document preparation using (excel, word, power point); OR Education Substitution for the GS-07 grade level: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full academic year of graduate level education with a major study in a closely related field. OR Superior Academic Achievement (SAA): a bachelor's degree in a field closely related to the position requirements based on (1) class standing, (2) grade point average of 3.0 or higher; or (3) honor society membership. (NOTE: You must attach a copy of your transcript and/or verification of class standing for further verification.) GS-09:Experience: You qualify for the GS-09 grade level if you possess one full year (52 weeks) of specialized experience equivalent to the GS-07 grade level in the federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position and is in the normal line of progression for this occupation. Qualifying specialized experience includes: Analyzing data and generating reports based on analysis; Making oral and written presentations; Skill, and proficiency in multiple document preparation using (excel, word, power point); Developing strategies for completing special projects involving administrative or support issues; Informing key staff members and management officials of problems, controversies, and issues which has a significant impact on the priorities of various actions being considered. OR Education Substitution for the GS-09 grade level: A Master's degree, two full years of graduate education, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. OR Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. You will be rated on the following Competencies for this position: Administration and ManagementAnalysis and Problem SolvingAudit ReportingProject Management Preferred Experience: Exceptional organizational skills, proficient in multiple document preparation (Excel, Word, PowerPoint), ability to critically think and independently problem solve, attention to detail, excellent written and verbal communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort is involved such as bending to file and retrieve files, walking to and from meetings. You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position.
