The incumbent of this position serves as the Business Services Specialist within one of the Natural Resources Conservation Service (NRCS), Management & Strategy unit, United States Department of Agriculture (USDA). The incumbent performs a wide variety of duties and assignments in support of business operations and administrative services necessary to accomplish the mission responsibilities of the State or Area office and the NRCS.
Duties
Provides support to the organizational component and its leadership team in planning, coordinating, evaluating, and reporting on a variety of business operations and locally-based administrative services.
Exercises responsibility for overseeing various business operations and administrative services in support of the organizational component.
Functions as the point of contact for the organizational component and its subordinate organizational units, such as area and/or field offices, on various business operations and administrative functions.
Coordinates the implementation of Federal, USDA, and NRCS fleet initiatives at the local level.
Coordinates procurement and purchasing functions for the organizational component.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: C
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level).
Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service performing business and administrative support services for programs, operations, and mission responsibilities for an organizational component. Specialized experience must include performing administrative support duties in various business operations areas such as workforce planning, facilities services, space management, procurement and purchasing, management analysis, budget and financial management, and support services.
Substitution of education in lieu of specialized experience for the GS-09 level: two year(s) of progressively higher-level graduate education leading to a master's degree or equivalent degree or LL,B or J.D. if related in Business, Business Administration, Procurement, Finance, Mathematics, Economics, Accounting, Marketing, Psychology, or a course of study directly related to the position. (NOTE: You must attach a copy of your transcripts for verification).
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service performing business and administrative support services for programs, operations, and mission responsibilities for an organizational component. Specialized experience must include performing administrative duties supporting natural resources conservation programs; coordinating a variety of business and administrative services to support day to day operations; coordinating procurement and purchasing; and coordinating fleet initiatives and facilities services. OR
Substitution of education in lieu of specialized experience for the GS-11 level: three year(s) of progressively higher-level graduate education leading to a Ph.D or equivalent doctoral degree or LL.M., if related in Business, Business Administration, Procurement, Finance, Mathematics, Economics, Accounting, Marketing, Psychology, or a course of study directly related to the position. (NOTE: You must attach a copy of your transcripts for verification); OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service performing business and administrative support services for programs, operations, and mission responsibilities for an organizational component. Specialized experience must include performing administrative duties supporting natural resources conservation; managing a variety of business operations and administrative services to support day to day operations; serving as the business and administrative services point of contact and/or representative; coordinating procurement and purchasing; coordinating fleet initiatives and facilities services; analyzing management, analytical, and operational activities and special projects designed to improve business operations and administrative services.
Note: There is no education substitution for the GS-12 level.
