This position is the Administrative Officer of the Pathology and Laboratory Medicine Service (P&LMS) at the Martinsburg VA Medical Center (VAMC). Martinsburg P&LMS is responsible for clinical testing, transfusion medicine, and anatomic pathology services, as well as ancillary testing sites located throughout the health care system.
Duties
Major Duties:
Contribute to P&LMS annual and long-range plans by collecting, combining, and analyzing budget, expense, and resource use metrics.
Coordinate and reconcile needs of P&LMS in project planning, including implementation of stated goals and objectives as determined by annual tactical planning.
Assists in the evaluation of the overall planning activities of P&LMS in relation to policies, plans and objectives established by VACO, using management reporting systems such as DSS, VSSC, and the Data Mart to obtain information upon which evaluations and planning decisions can be based.
Review the utilization of the non-technical staff assigned to P&LMS.
Conduct staffing studies, recommends staffing levels, and submits requests to the Resource Management Committee. Manages non-technical positions, and appropriately requests funding for the filling of vacancies or the creation of new positions of a nontechnical nature.
P&LMS Timekeeping Approving Official and Personal Identity Verification (PIV) Sponsor.
Develop the annual Budget Management Briefing Report, including the annual budget plan, budget worksheets, and budget forecast for the service's fund control points.
Serve as Contracting Officer's Representative (COR) for various contracts for the service, providing oversight of goods and services delivered and ensuring standards of adequacy are met to ensure compliance with the terms of the contract, to properly authorize payment.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience working with Human Resources duties including recruitment, promotion, and problem resolution.
Experience planning and managing financial budgets and purchases.
Experience working in a clinical laboratory setting and/or knowledge of clinical laboratory processes/equipment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree, or Two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.
