This position is located at the Martinsburg VA Medical Center, Primary Care Service, serving as the Supervisory Administrative Officer, providing supervisory administrative officer support to the Primary Care Service.
Duties
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Assigns work to subordinates based on priorities with consideration of the difficulty of work and capabilities of employees.
Evaluates work performance of subordinates.
Gives advice, counsel, or instructions to employees on work and administrative matters.
Interviews candidates for subordinate positions and recommends appointments, promotions, and reassignments.
Hears and resolves complaints, refers group grievances and serious, unresolved complaints to a higher level.
Effects minor disciplinary measures and recommends action for more serious cases.
Responsible for day-to-day administrative operations and budgetary activities related to the assigned Service.
Has administrative responsibility for space, contracts, equipment, recruitment, data management and validation, and budget formulation for the assigned area.
Responsible for ensuring that the programmatic, systematic, and financial objectives of the Service are met.
Is involved directly with program planning, appropriate policy development, long-term strategic planning and the setting of goals and objectives for the service.
Coordinates the implementation and maintenance of public relations and customer satisfaction initiatives for the assigned Service.
Responsible for advising and assisting the Service Chief with top-level program management aspects.
Is in top management deliberations and contributes significantly to the management decision-making process.
Maintains records of recurring reports and follows up to ensure that weekly, monthly, quarterly, semi-annual, and annual recurring reports are submitted in a timely and correct manner.
Provides timely responses to VISN level suspense reports, and reads all publications, directives, manual changes, policies, procedures, and practice guidelines to ensure correct distribution of resources.
Assists with researching and updating Medical Center Memoranda (MCMs) and policies to ensure compliance with VA standards and guidelines and returns for modification when necessary.
Identifies and arranges for developmental and training needs.
Finds ways to improve production and increase the quality of work.
Develops performance standards.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Analyzes policies, procedures, practice guidelines and evaluates how they will impact on delivery of service.

Collects,compiles, entry, and/or tracking of data and statistical information for various programs and projects relative to organizational operations.
Provides guidance/advice to the Service Chief on all administrative matters.
