The Supervisory Administrative Officer (AO) position is in the Imaging Service located at the VA Medical Center, Martinsburg, WV (MVAMC).
Duties
Duties include but are not limited to;
Responsible for day to day administrative operations and budgetary activities related to the assigned service.
Administrative responsibility for space, contracts, equipment, recruitment, data management and validation, and budget formulation for the assigned area.
Ensures that the programmatic, systematic, and financial objectives of the Imaging Service are met.
Coordinates the implementation and maintenance of public relations and customer satisfaction initiatives for the assigned service.
Advises and assists the Service Chief with top level program management aspects.
Contributes significantly to the management decision-making process..
Assists the Service Chief in design, development, and implementation of program goals and objectives established by top management relative to organization projects.
Analyzes policies, procedures, practice guidelines and evaluates how they will impact on delivery of service.
Assists the Service Chief with both short and long range plans for the Medical Center giving special consideration to internal policies, compliance with the VHA guidelines and handbooks, standards and requirements of various regulatory and accreditation bodies, and the impact upon the mission of the service.
Establishes and maintains strict confidentiality in all correspondence and communications.
Advises the Service Chief of important matters arising during his/her absences and brings to their attention the significant items in reports, files, and correspondence which developed during their absences.
Identifies and determines training priorities, provides staff training, administers programs, and develops and improves training guidance for service areas that are highly dynamic, rapidly changing, and/or whose training needs are especially urgent or critical.
Develops guidelines, instructional methods, materials, etc., and new or improved applications to training courses and programs to assess their quality and effectiveness.
Makes recommendations and decisions in establishing priorities among actions or administrative matters required to be undertaken by the Service Chief.
Ensures data is complete and accurate, performs reporting of data/statistical results pertinent to program/project initiatives, retrieves data and generates a variety of reports, and tracks/monitors project deadlines.
Provides input and oversight to other MVAMC initiatives and personnel including Business Managers, Budget Analysts, Physicians, Nurses, Patient Care Assistants, Social Workers, Schedulers, and Clerical Support positions.
Assists the Service Chief in the management of all programs and elements of Medical Center operations and administration related to their service area.
Insures all actions and interactions are within the guidelines of VHA and Medical Center directives and policies.
Creates computerized databases to obtain automated clinical and administrative data used by the Service Chief to produce managerial reports for local, VISN, and VA Headquarters purposes, provides administrative, technical, analytical, and automated data processing support to the Service Chief.
Performs other duties as assigned.
Work Schedule: Full time - Monday through Friday 8:00am to 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working with health care delivery systems; experience in financial management, salary budgeting, equipment budget and space utilization; experience with statistical applications; experience in analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs within a major health care organization; experience in a health care setting which required knowledge of and ability to perform budgetary, personnel management and procurement duties for a major service or organization; experience in dealing with complex issues which require courtesy and effective communication skills (both oral and written) in dealing with a variety of management officials within and outside the health care organization; interview and make hiring recommendations, initiate personnel actions, review personnel activities, and write position descriptions; conduct annual position classification and management reviews; prepare performance requirements and recommendation for performance awards or outstanding ratings; coordinate with other healthcare services matters appropriate to patient administration, to include admission, transfer, discharge, and arrangements for outpatient care; oversees prompt dictation of operative reports and discharge summaries; monitors and maintains prompt medical record completion and etc.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
