Wage and Investment Customer Account Services
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty
and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes:
Experience evaluating program plans and determining impact of changes on program goals;
Experience conducting reviews, studies/projects, and coordinating systems and resource utilization of program operations;
Experience recognizing significant tax issues and enforcement changes in order to revise or recommend changes in basic implementing regulations;
Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing program;
Experience using principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures;
Experience in oral communication to present plans and proposals.
Experience in written communication to preparing comprehensive written reports, disseminate policy information, and document findings and conclusions.
Experience providing guidance and preparing complete decision packages, studies, and recommendations.
Experience with HTML/Javascript coding, Web Page design, and Oracle Intelligent Advisor to create products in ITLA and ITA.
