This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Inclusive Growth, Partnerships, and Innovation, Program Office (IPI/PO), at the U.S. Agency for International Development (USAID).
Duties
Analyzes and evaluates quantitatively and qualitatively the effectiveness of operations in meeting established goals and objectives, and makes recommendations based on findings.
Conducts analyses of operations and processes and makes recommendations for improvement of effectiveness and efficiency.
Provides management and oversight of budget processes. Advises on budget planning and implementation and ensures follow-through on procurement plan actions, that contracting instruments are in place and funds are obligated in a timely manner.
Liaise with clients to execute funds according to the approved Operational Plan; while coordinating with the Office of Acquisition and Assistance (OAA) in the planning and execution of the procurement plan.
Maintains broad and detailed knowledge of Agency policies and procedures regarding budget, funds control and procurement regulations and procedures related to the Global Acquisition and Assistance System (GLAAS) and Phoenix.
Researches proposed business and management practices for application to USAID internal administrative operations.
Requirements

- Must be able to obtain and maintain a Secret Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Supporting clients on compliance with policy and/or guidance related to financial management; (b) Evaluating complex operational methods and procedures to recommend new or revised organizational structures or financial management systems; (c) Analyzing client financial data and program information to ensure obligation of funding; AND (d) Managing or providing oversight of the development and monitoring of large program budgets consisting of execution, implementation, management systems and procedures for different funding sources over multiple years.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
