The primary purpose of this position is: To serve as the command level senior technical expert and focal point for the execution of nuclear air operations. Plans, directs, organizes and determines necessary policies, regulations, directives, instructions, programs, projects, doctrine, methods and procedures of Air Mobility Command nuclear enterprise forces.
Duties
Serves as senior command nuclear air transportation expert at HQ AMC.
Performs substantial, extensive, in-depth analysis of AFTRANS nuclear execution force operational problems, methods, procedures and techniques and the potential impact on strategic air assets.
Represents HQ AMC/A3/10N with a variety of installation and functional area organizations.
Uses expert knowledge of Air Force military aircrew to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the nuclear execution force; knowledge of the mission, roles, functions, organizational structures, and operations of DoD and Air Force nuclear enterprise and air operations to provide command level staff guidance and/or assess readiness of nuclear-tasked forces; ability to plan, organize, and lead others in nuclear and air operations studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the nuclear execution force.
Knowledge of the mission, roles, functions, organizational structures, and operations of DoD and Air Force nuclear enterprise and air operations to provide command level staff guidance and/or assess readiness of nuclear-tasked forces.
Ability to plan, organize, and lead others in nuclear and air operations studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas.
Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
