The primary purpose of this position is to serve as a senior technical subject matter expert, providing professional and scientific expertise in performance of work requiring knowledge and application of engineering, principles, methods, and techniques.

Duties

Performs multidisciplinary professional engineering in the application of electronics, mechanical, and aerospace disciplines in the analysis, assessment, and estimation of the performance, capabilities, limitations and vulnerabilities of foreign aerospace weapons systems and subsystems. As a recognized expert, manages analytic partnerships. Initiates, develops and directs technical intelligence research and analysis toward determining the limitations of foreign weapon systems. Attends meetings, conferences, briefings, and working groups to provide engineering, intelligence findings and champion organization objectives. Accomplishes professional development and maintains technical proficiency through professional interaction with intelligence community analysts, customers, technical and professional societies, symposia, research and development organizations and participation in formal training programs.

  • A bachelor’s degree in aerospace, electrical/electronics or mechanical engineering, or similar technical related field from an ABET-accredited (for engineering) institution is required

  • Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting
  • Irregular hours and overtime may be required to meet work requirements and deadlines

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Series 0830, 0855, 0861 EDUCATION: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. COMBINATION OF EXPERIENCE AND EDUCATION: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Knowledge of the role intelligence plays through a weapon's system's life-cycle, operational planning and execution, policy; knowledge of the intelligence cycle and intelligence policy and guidance, and the structure organization, roles and missions and interrelationships of the national intelligence community. Knowledge of principles, concepts, and methodologies of all-source scientific and technical intelligence (S&TI) analysis and the Defense Intelligence Analysis Program (DIAP). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing. Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings which are responsive to the specific needs of Squadron objectives; and ability to present clear and concise findings and effectively advocate for a position. CONDITIONS OF EMPLOYMENT CONTINUED: This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examination and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
