You will serve as a Financial Management Analyst in the Comptroller Department (Code 011) of Naval Undersea Warfare Center, Division Keyport, WA (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will formulate budget and estimates to support plans, programs, and activities. You will present and defend budget estimates before authorities. You will review and evaluate budget requests. You will control and report obligations and expenditures. You will develop, determine, and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will implement legal and regulatory controls over approved budgets You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I or II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting and applying financial policies and regulation of financial management programs to provide advice and guidance for an organization. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching financial policies and regulations of financial management programs to provide advice and guidance for an organization. Education

In lieu of specialized experience for the GS-11 position, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.;
OR
Possession of an LL.M. degree in a field directly related to the position being filled.
