You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Employee Services Division of the Comptroller Department of NAVUNSEAWARCENDIV KEYPORT WA. This NT-5 position is equivalent to the GS-13/14 level.
Duties
You will possess expert knowledge of Navy Working Capital Fund, Joint Travel Regulations (JTR), Code of Federal Regulations (CFR) and the interfaces among Navy Enterprise Resource Planning (ERP) and the Defense Travel System (DTS).
You will have knowledge and applications of Navy ERP, Enterprise Data Warehouse (EDW), Navy Financial Management Regulations.
You will have comprehensive knowledge of a wide range of administrative laws, policies, regulations and precedents relating to financial management, travel, disbursing, payroll and travel compensation theories, practices, methods and techniques.
You will supervise and manage the Travel and Payroll Branches.
You will advise management officials on travel, payroll and transportation incentive program (TIP) policies and procedures.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial data to develop financial or budgetary activities with regard to travel or payroll procedures to ensure the efficacy of the organization.
