You will serve as a Financial Management Analyst in the Comptroller Department (Code 0132) of Naval Undersea Warfare Center, Division Keyport, WA (NAVUNSEAWARCENDIV KEYPORT WA).
Duties
You will manage all aspects of the NUWC Division, Keyport Government Travel Charge Card (GTCC) program including:
Analysis of mandatory monthly reporting, delinquency reporting and compilation of metrics for Commanding Officer (CO) review,
AND
Oversight and audit of GTCC mandatory training and cardholder Statement of Understanding (SoU) to ensure regulatory compliance.
You will provide guidance to travelers, Approving Officials/Certifying Officers (AO/CO), and senior leadership on GTCC and Defense Travel System (DTS) use, policy and regulations.
You will develop and conduct necessary GTCC use and travel training based on monthly trend analysis and program review findings.
You will develop, determine, and interpret financial management policies and procedures.
You will collaborate with other Warfare Center APCs to develop guidance and best practices and work with NAVSEASYSCOM to resolve complex or novel issues.
You may perform a variety of other fiscal, accounting, or financial management duties and responsibilities as required.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I or II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting and applying financial policies and regulation of financial management programs to provide advice and guidance for an organization.
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching financial policies and regulations of financial management programs to provide advice and guidance for an organization.

Education
In lieu of specialized experience for the GS-11 position, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.;
OR
Possession of an LL.M. degree in a field directly related to the position being filled.
