The VA Northeast Ohio Healthcare System is recruiting for a Program Support Assistant. The Program Support Assistant is assigned to Quality, Safety, and Value Service. The incumbent is responsible for establishing, maintaining, and monitoring standards for the delivery of patient care and ensuring fulfillment of the mission of the facility.
Duties
The Program Support Assistant duties include, but are not limited to:
Serves as Quality Management's central program office assistant with daily responsibilities as the ADPAC.
Acts as the gatekeeper to these systems and must perform a comprehensive review to determine if segregation of duties is maintained and to determine if system access is required and appropriate.
Maintain system access forms and serve as a key point of contact responsible for assuring that all information technology equipment within the service is operational and functions coordinating with the Office of information and technology (OI&T) for replacement, installation, and all other services.
Purchases office supplies through various methods and tracks purchase documents; completes requests for personnel actions and writes position descriptions; and distributes forms and instructions for annual performance ratings and ensures timely and proper completion.
Responsible for training and orientating new staff to the quality Management Service.
Analyze access requests and current approved access to enhance efficiency through recommendations.
Receives visitors and phone calls both for the Service and the Service Chief.
She/he receives and screens incoming mail for the service chief, establishes suspense lists, and determines whether correspondence should be brought to the Service Chief, referred to other staff, or handled personally.
Reviews purchase card reconciliations for Quality Management for staff after traveling to ensure purchase cards are reconciled within established policy informing non-compliant cardholders and the Deputy Chief as required.
She/he will act as the contract officer representative (COR) for all Quality Management contracts.
Performs the full range of administrative and office support functions for the office, including initiating personnel actions, writing position descriptions, ensuring all employee folders are up to date, distributing forms and instructions for annual performance rating and ensure timely and proper completion.
Will serve as the service's Records Management Officer analyzing existing records and organizing existing records while disposing or archiving records for multiple fiscal years that are no longer required within Federal regulations and guidelines.
Will also perform other duties as assigned.

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
You may qualify based on your experience:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience may have been gained in a Clerical or Administrative Support environment and include, but are not limited to: providing administrative support, operating a personal computer, using a computer to process and analyze data, sorting and processing incoming correspondence, coordinating with others between various units and offices to accomplish work related projects, analyzing work flow to determine potential problem areas and making recommendations to correct, proofreading documents for grammatical errors, notifying others of pending appointments and meetings, and advising others on processes or procedures.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Employee must be able to get around the office and to other offices; very little physical ability or exertion is required. Some work includes walking, standing, sitting, bending, and carrying light items, such as paper and books.
