The File Clerk is a member of the Administrative Support Service which is a part of the Health Administration Service (HAS), Boise VA Medical Center, Boise, Idaho. The File Room is totally responsible for management of all medical records of the veterans serviced by this Medical Center, Community Based Outpatient Clinics (CBOC), and Expansion Clinics.
Duties
Duties include, but may not be limited to the following:
Performs the receipt, intake, scanning, indexing, quality control, destruction, and transfer of health and administrative information.
Scans documents electronically into computerized databases (i.e., imaging); ensures the documents are associated to the correct patient record; and confirms record integrity and reviews the image quality.
Reviews documents for scanning criteria and ensure necessary medical/administrative information meeting the criteria is integrated into the appropriate database through personal computer scanning software and hardware.
Maintains confidentiality of all electronic records and paper components of the health record; follows appropriate procedures when mailing and disposing of health information; and ensures sensitive health records are maintained in an extra-secure manner and available only to requestors in the scope of their official duties.
Searches and obtains from files previous correspondence or related subject matter and forwards the assembled material to the proper official for action.
Maintains an up-to-date master file of all administrative circulars, notices and publications and provides complete sets to field offices upon request.
Utilizes a computer to perform a wide variety of record keeping, correspondence, and tracking operations; and performs filing, retrieval, and clerical duties associated with the retention, maintenance, disposition, guardianship, and control of health records in both terminal digit and alphabetic filing systems.
Performs other related duties as assigned.
Work Schedule: 8:00 am - 4:30 pm, Monday to Friday

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this vacancy, employees under the GS pay system must have held a GS-2 or higher position in the last 52 weeks to be eligible for the GS-4 grade level. If you have not held a GS grade at any time in the past 52 weeks, or are a Wage Grade employee, this requirement does not apply to you. You may qualify based on your experience and/or education as described below:
General Experience: You must have one year of general experience, that equipped you with the knowledge, skills, and abilities needed to successfully perform the duties of this position. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Qualifying general experience can include: Receiving, indexing and scanning documents; maintaining records; utilizing electronic filing systems and technology; and managing work duties to meet deadlines. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) full years of education above high school or equivalent degree in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. Physical Requirements: The work with computers is mainly sedentary in an office environment. However, paper records, retrieval, filing, and management involves long hours of standing, with extensive bending, reaching lifting, stooping, pulling, and other physical exertion or strain. Some work sill be performed in a warehouse setting and requires packing boxes (whose weight will typically exceed 20 pounds) and otherwise preparing records for shipment.
