The primary purpose of this position, PROGRAM MANAGER, GS-0301-12, is to serve as a Program Manager which determines and authoritatively recommends unique/innovative methods to implement program management policies based on vague and incomplete directions/guidance. Receives assignments for special staff studies, special surveys, and special projects.
Duties
Plan, develop, organize, review, and implement innovative products, processes, and activities for the organization.
Analyze and identify best course of action, determine impact on program area and potential problems, and recommend preventive/corrective actions.
Plan, organize, and direct team study work of the organization.

- PPE will be required to prevent potential exposure to industrial hazards.
- Many work areas are not environmentally controlled and are subject to extreme conditions.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes; analytical ability, judgement, discretion, and knowledge of substantial body of administrative or program principles, concepts, policies, and objectives on challenging and highly complex projects/programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of various Maintenance Plant Management practices and established policies and procedures to evaluate, plan, modify, coordinate, direct, and improve a diverse program and advise key managerial personnel on course of action.
Knowledge of the relationship of pertinent laws, regulations, policies, and precedents which affect the organization resources to sufficiently interpret and modify or significant depart from current techniques and apply/incorporate improvements.
Knowledge and skill in applying analytical/evaluation methods and techniques to develop and implement control measures and improvements.
Knowledge of the major mission requirements, production processes/policies and administrative operations of the organization to facilitate improvements and reduce non-value-added redundancies.
Skill in developing new or modified work methods, organizational structures, management processes, and/or administrative procedures to incorporate fact finding analysis, trend analysis, risk assessment and corrective action plans.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
WORK ENVIRONMENT: Assignments regularly require visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts. Protective clothing and gear and observance of safety precautions are required.
