This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Healthcare Network (VISN 6), Salisbury VA Medical Center (VAMC) in the Office of the Chief of Staff. The incumbent reports directly to the EA/COS.
Duties
Duties include but are not limited to:
Researches and/or analyzes problems, issues, or program requirements
Researches and/or analyzes stable administrative issues which may be simple or complex in nature
Conducts special projects as assigned
Serves as the primary Contract Officer Representative for clinical personnel contracts, sharing agreements, intergovernmental personnel act (IPA) agreements, and Memoranda of Understanding (MOU)
Establishes, expedites and reviews consolidation of all procurement packages, including unique, emergent, and complex requirements to meet timely and technical needs of assigned acquisitions
Evaluates contracts for compliance with VA policies and ensures contract specifications are accurate; initiates cost proposals for change orders; develops a government cost estimate for the change and negotiates such changes with the Contractor's Representative, reviews and examines submittals for compliance; verifies daily logs; evaluates and makes recommendations concerning the release and payment of funds to contractors based upon exams and for procedures satisfactorily completed
Develops and implements processes and procedures as changes are made to the VHA Procurement Manual
Establishes and maintains/monitors an annual budget for all fee basis appointments under appropriate rules, regulations and guidelines. In coordination with Human Resource Management, Fiscal Services, and the Clinical Service(s) monitors processing and renewal of fee basis appointments
Facility Part Time Physician {PTP) Time and Attendance Monitor Independently completes a manual and electronic audit of PTPs on duty during scheduled hours
Creates semi-annual reports for submission to Medical Executive Council (MEC) and Executive Committee of Governing Body
PECOS Administrator Serves as the facility's Provider Enrollment COS Administrator
Establishes and maintains a suspense log and ensures timely updating of all clinical medical center memoranda (MCM), standard operating procedures (SOP), including Medical Center Bylaws
Coordinates annual training of staff within the facility
Independently drafts documents (memos, policies, spreadsheets) for the Office of the Chief of Staff as needed with limited input from the EA/COS and/or Chief of Staff or COS
Serves as the customer service liaison for the Office of the Chief of Staff providing service recovery to Veterans, their family members, and employees as the situations arise
Serves as alternate timekeeper, Records Management Liaison, Automated Data Processing Application Coordinator (ADPAC) and PIV Manager/Sponsor for the Office of the Chief of Staff. Assists, when needed, in coordinating/planning meetings, interviews, recurring events, conferences, etc.
Attends meetings for the Chief of Staff, Deputy Chief of Staff or Executive Assistant to the Chief of Staff, in order to ensure continuity, obtaining information and providing feedback

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in using a variety of technology and systems including, but not limited to: Pyramid Analytics, Microsoft SharePoint, Microsoft programs such as Word, Excel, PowerPoint, etc. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; Knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations; Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; Practical knowledge of VHA and VA policies and regulations that apply to the Office of the Chief of Staff and/or ability to locate, comprehend, and apply necessary policies and regulations.

Physical Requirements: The work of this position is primarily sedentary in nature. However, some slight physical effort may be required.
