This is a non-bargaining unit position. This is not a drug testing designated position (TDP). This position is located in the Small Business Administration, Office of Investment and Innovation with the IT & Data Strategy Division in Washington, DC.

Duties

Serves as the IT Program Manager where you will direct the IT and Data Strategy Division for the Office of Investment and Innovation (OII) to include data and IT management and governance for all OII programs and initiatives including SBICs, SBIR/STTR, the Federal and State Technology (FAST) partnerships program, the Growth Accelerator Fund Competition (GAFC), Regional Innovation Clusters (RICs) and others that may be developed in the future. IT & Data Systems Management and Oversight: Manages, monitors, analyzes, and operationalizes strategic and functional business requirements leveraging data and technology to drive the organization's targeted business outcomes through an effective, institutionalized, and scalable data and technology architecture, governance and delivery frameworks. Data Management, Integration & Analysis: Develops an implementation plan for OII-wide data systems and ensures application and data architecture and governance are aligned with both OII and broader SBA business strategy and requirements. Supervision: Supervises subordinates to support other OII divisions' IT and data needs. Maintains a customer service orientation as s/he plans the work, establishes priorities, assigns work based on its difficulty and the capabilities of staff members, gives advice and guidance on both work and administrative matters, reviews completed work, evaluates performance of staff members, makes recommendations to the AA/DAA on a variety of personnel actions and provides for the development and training of subordinates.

Qualifications

For GS-15: One year of specialized experience equivalent to the GS-14 grade level in the Federal service obtained in either the private or public sector that includes: Managing IT and data systems for multiple public or private programs; and Producing publishable quality data reports for external and internal audiences. AND Additionally, an IT Specialist at this grade level must have IT-related experience demonstrating each of the following four competencies: Attention to Detail:Is thorough when performing work and conscientious about attending to detail. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
