The Program Support Assistant (OA) functions in Facilities Management Service at the Detroit VA Medical Center and supports the Electrical Unit, the Architectural Unit and the Mechanical Unit. Incumbent is responsible for timekeeping and implementing work orders for Facility Engineering Section and serves as the service LUC and ADPAC.

Duties

The major duties of the Program Support Assistant (OA), include, but are not limited to: Responsible for timekeeping and implementing work orders for Facility Engineering Section to include serving as the section timekeeper with complete authority and responsibility for its administration by posting and reviewing time cards at payroll close-out, calculating leave balances, and contacting Fiscal section with discrepancies Purchasing supplies for the Electrical, Architectural, and Mechanical Units Responsible for contacting outside maintenance services on the cart lifts and elevators used in the VA Medical Center Determining when telephone requests for repairs or services are needed, whether the call is routine or emergency Enters, reviews and distributes work orders in the DHCP computer system with proper coding of work action and engineering unit Assigning work order to appropriate unit on a daily basis Rescheduling make-up safety training for the employees in the Electrical Unit, the Architectural Unit and the Mechanical Unit for credit hours that are mandatory for employees to maintain within a fiscal year that meets regulations or policy of the VA Medical Center Types correspondence, reports and records using correct punctuation, capitalization, spelling and grammar Utilizing the government VISA credit card for usage of ordering supplies or services for the Electrical, Architectural, and Mechanical Units Maintaining delivery receipt, open order file, performs reconciliation, and maintains an archive file of completed orders for the unit Providing backup support in the absence of Program Clerk in Facility Engineering Section managing and controlling maintenance contracts for the Medical Center to include verification and authorization of 2237s, pricing and certification of correct invoices, and verification that service calls have been completed within contract terms and conditions to include verification of other non-contract invoices Responsible for sorting and distributing mail in the Electrical, Architectural, and Mechanical Units in the Facility Engineering Section Instructing and guiding other personnel in the use and operation of the IFCAP system Work Schedule: Monday - Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. This position is eligible for ad-hoc telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. This position is identified as Office Automation (OA). Applicants must be able to type 40 words per minute. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-5, in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Program Support Assistant (OA), and that is typically in or related to the work of the position. Examples of specialized experience may have been gained in a Clerical or Administrative Support environment and include: providing administrative support, operating a personal computer, using a computer to process and analyze data, sorting and processing incoming correspondence, coordinating with others between various units and offices to accomplish work related projects, analyzing work flow to determine potential problem areas and making recommendations to correct, proofreading documents for grammatical errors, assisting managers in evaluations of operating program characteristics, analyzing and interpreting routine information. You will be rated on the following Competencies for this position: Customer Service Attention to Detail Computer Skills Writing Self-Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary; however, there is some walking, standing and bending. There is some carrying of items from light to medium weight. The work is performed in an office setting.
