This position is located in the Small Business Administration, Office of Performance, Planning, and the Chief Financial Officer, Analysis and Evaluation Division in Washington, DC. This Program Analyst performs as a Program Evaluator providing expertise in program evaluation, logic modeling, qualitative and quantitative research methods, analysis, program performance reviews and performance and financial reporting.
Duties
Coordinates program evaluation contracts, projects, and studies for SBA to ensure consistent reviews of its programs.
Responsible for assisting in the development of SBA's program evaluation framework and learning agendas and supporting integration into strategic planning, performance reviews, performance planning and budget integration.
Works with program officials in developing strategic goals, performance goals and performance measures based on evidence and ensuring close linkage of the agency planning, policy, and budget formulation and presentation processes.
Serves as an expert advisor on program evaluation methods and design, including survey design, qualitative research, and statistics Programs.
Requirements

- You may be required to serve a one-year probationary period.
Qualifications
For the GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector. Specialized experience may include:
Developing and managing complex program evaluations; and
Analyzing and interpreting data using statistical software packages; and
Applying social science research methods to real world programs; and
Managing project schedules for complex organizations; and
Interpreting a portfolio of evidence to make recommendations on program improvement.
