This position is located with Bonneville Power Administration in Transmission Tariff (TSQT) organization of Transmission Tariff, Rates and Regulatory Activities (TSQ), Transmission Marketing and Sales (TS), Transmission Services (T).
A successful candidate in the Policy Specialist position will provide expertise in FERC transmission policy, transmission product development, impacts of transmission policy decisions on hydro operations, and power trading and compliance with the OATT.

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period
- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience is defined as experience in 1) monitoring, analyzing, coordinating, or implementing policy practices from organizations such as Federal Energy Regulatory Commission (FERC), North American Energy Standards Board (NAESB), North American Electric Reliability Corporation (NERC), or other organizations that have commercial implications or impact on BPA's Open Access Transmission Tariff (OATT) or Business Practices, 2) soliciting and evaluating customer or stakeholder perspectives on changes in policy decisions, and 3) managing or leading complex projects that have wide-ranging cross-agency or customer impacts.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
