Duties
The primary purpose of this position is: Administers and ensures the proper execution of the air mobility foreign military sales program.
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of FMS operations
Monitors the foreign military sales program
Researches patterns and trends concerning air operations foreign military sales reports to resolve problems and develop recommendations for new methods, procedures, and processes pertaining to global air refueling issues
Confirms air refueling missions with air refueling coordinator
Interprets data to be used for FMS country billing
Responds to SAF/IA country managers, Security Assistance Program Managers (SAPMs) and line managers for AMC operational guidance and AMC FMS case status

- Knowledge of KC-135/KC- IO aircraft capabilities, performance, configuration, etc. and flight records is highly desirable
- Knowledge in the proper handling of classified documents is highly desirable
- TDY (Temporary Duty) may be required. TDY may require the use of regularly scheduled military or commercial transportation
- Incumbent must be able to work independently under pressure for varying periods of time, as well as work overtime
- Current operations experience is highly desirable
Qualifications
Working knowledge of all applicable flight publications, AMC/ DoD instructions/directives, computer office systems, World Wide Web applications, AMC Deployment Analysis System (ADANS), Global Decision Support System (GOSS), flight planning documents/systems, etc. is highly desirable.
Must possess a Secret clearance or be able to obtain one.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; practical knowledge of air refueling/airlift operational concepts, objectives and applicable directives to make independent decisions and recommendations concerning air mobility foreign military sales functions; knowledge of the operations function, manning and organization of the command's units in the CONUS and overseas areas; knowledge of aircrew, aircraft, en route support, air refueling policies and procedures; knowledge of analytical techniques to accomplish workload flying hour and fuel offload projections, analyses and reports on a weekly, monthly and annual basis.

EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Practical knowledge of air refueling/airlift FMS policies, principles, practices, operational concepts procedures and guidelines
Knowledge of Air Refueling aircraft performance capabilities and limitations; knowledge of air refueling/airlift FMS directives, plans, regulations, techniques, systems and processes
Ability to conduct air refueling operations studies and analyzes of air refueling operations functions and processes for FMS. Knowledge of various computer systems that pertain to air refueling operations and those systems required to perform the FMS work
Skill and ability to communicate effectively, both written and verbal.
Knowledge of flight operations, air field information, types of fuel available, etc; knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning.
Knowledge of aircrew flying limitations and crew rest requirements
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
