Duties
You will provide advice, guidance, and assistance to the Program and customer service offices throughout the federal government.
You will establish and maintain working relationships with internal/external customers to keep abreast of new or proposed changes to acquisition policy and/or procedures.
You will develop contract requirements, packages, develop independent estimates, performing site visits for contracted work, and other technical and administrative functions.
You will plan, develop, and review requirement packages for contracted work for technical completeness in close coordination and collaboration requiring activity.
You will assist the awarding/administrative Contracting Officers with determining contractor effectiveness and conformance to contractual requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09/10) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Analyst. Specialized experiences must include duties related to the following: (1) Monitoring projects and outcomes, complying with guidance and regulations, and working effectively in a team environment; (2) Analyzing and forecasting issues and developing solutions through critical thinking and network of resources; (3) Identifying and documenting issues with processes, requirements, projects, and project performance; and (4) Making recommendations and identifying corrective action.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience.
