The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Serves as Chief Technology Officer (CTO) for the Defense Technical Information Center (DTIC) with responsibility for the overall analysis and integration of existing and emerging technologies to advance DTIC mission capabilities. Prepares and executes briefings (formal and informal/ad hoc) to senior leaders on key topics. Represents Directorate and Center at conferences, working groups, meetings, and fora. Advises the Chief Information Officer and senior staff on technology integration to meet mission requirements efficiently and securely. Communicates with DTIC internal and external user community to facilitate integration and evaluation of technologies into existing systems or new programs. Serves as the Division Chief for Software Development, a principal member of the Directorate management staff. Plans, directs and coordinates the activities of the Division. Coordinates and directs Division resources for effective accomplishment of the DTIC mission. Leads and influences various groups or persons to reach consensus on the viability and utility of various technologies. Ensures the information systems are operated, used, maintained, and disposed of in accordance with security policies and best practices.

Qualifications

Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process. Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-14, within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience leading a project or team or serving as a subject matter expert applying knowledge of online product delivery and support principles and approaches that involved business process improvement; product rationalization; business requirements management; data architectures and strategies aligned to DoD data strategy; and organizational change management resulting in change in technology and business operations; Specialized experience also includes applying knowledge in all of the following areas: Setting up and operating in the Azure environment, Agile development, DevSecOps, Docker and Kubernetes, metadata extraction; ICAM integration; Java, Angular, NodeJS, C++, JavaScript; Python, Ruby; JIRA, Maven; Fortify, development security principles, Elastic, Confluence, API management, and cloud design principles. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
