You will serve as a TELECOMMUNICATION SPECIALIST in the Service Execution Division of MILITARY SEALIFT COMMAND.

Duties

You will conduct Life Cycle Management for all cryptographic equipment. You will establish and communicate means of capturing crypto equipment requirements based on usage, turnover, failure rates, and logistics to determine appropriate level of equipment maintained across a commands operations. You will audit supporting databases and portals to aid leadership in the management of COMSEC compliance. You will monitor timeliness and accuracy of reporting of COMSEC account data by material holders. You will prepare correspondence for both internal and external communications.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
  • This position may require Overtime, weekend, and holiday.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • May be required to work aboard surface vessels while underway on a trial runs or regular operations.
  • The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of 723-COMSEC Manager proficiency level Intermediate.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Evaluating configuration changes to establish a baseline for Life Cycle Management (LCM) on a wide array of cryptographic equipment supporting secure communications. Using record keeping communication security (COMSEC) correspondence using a computer operating system. Performing operational capabilities based on cryptographic equipment manuals and communication security policies, using problem-solving rules, procedures, techniques, and methods. Performing data collection and reporting to audit communication security (COMSEC) accounts. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed an LL.M. degree that is related to the position being filled.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
