Duties

You will serve as a Telecommunications Specialist in the C4 Shore Infrastructure Planning Division (N52/N82), Plans, Programs and Requirements Department (N5/N8) at Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT). You will apply knowledge of diverse engineering concepts, relationships, principles and theories to plan, design solutions, evaluation and install telecommunications equipment, systems and networks. You will provide technical direction and resolve unusual or controversial problems. You will compile and develop data to prepare engineering studies using mathematical formulas and techniques, scientific approaches and engineering concepts and methods. You will prepare or review Base Electronic Systems Engineering Plans (BESEPs), site and design specifications and provide on-site engineering consultation. You will be responsible for development of technical specifications, Statements of Work (SOW) and related Government Cost Estimates (GCE) for telecommunications procurement contracts. You will develop sketches, diagrams, computations and notes which when used with verbal communications will prepare the installation of plans. You will prepare Integrated Logistic Support Plans (ILSP), Navy Training Plans (NTP) and Concepts of Operations (CONOPS) to support the successful operation of either new or modified telecommunication systems deployed at NCTAMS LANT facilities. You will provide expert guidance for design, installation and operational management of SATCOMM and other RF systems, intranets, Metropolitan Area Networks (MAN), Base Area Networks (BAN) and Wide Area Networks (WAN). You will advise on-site Contracting Officer’s Representative (COR) in performance of COR functions. You will provide technical direction, clarification and guidance regarding the performance work statement (PWS). You will perform inspections of the activity functions and make recommendations to correct deficiencies. You will participate in the development of PWS and contract solicitations or modifications.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Travel may be on short notice.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience applying knowledge of telecommunication concepts, principles, and techniques to conduct studies, produce sketches, diagrams and computations for installing or modifying telecommunication systems. -Experience preparing feasibility studies, technical reports and proposals as a project manager. -Experience developing management plans, user guides, help desk designs, and fee structures as part of network management. -Experience monitoring cost progress of a contract through review of invoices for correctness of type and quantities of labor and material. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-13. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
