About the Position: This position is located at the Joint Manufacturing and Technology Center (JMTC).
Duties
Performs research to identify and resolve problems with processes, performance, tooling and equipment.
Conducts preliminary studies or surveys between general and specialized manufacturing methods and procedures.
Troubleshoots Commercial Off the Shelf (COTS) tooling and production problems throughout the manufacturing complex.
Conducts all physically observed time studies detailing and analyzing current processes and/or activities which utilize standard techniques and or methods in the establishment of accurate engineered time standards.
Evaluates the effectiveness of changes and makes recommendations on further improvements as necessary.
Prepares comprehensive reports of completed studies.
**These duties are described at the full performance level (GS-11). The GS-09, GS-10 are developmental leading to such performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a security background investigation.

This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-8).

Specialized experience at GS-10: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Assists in work measurement and engineering studies of factory process operations; Assists in conducting methods studies to review process plans, provide recommendations, and/or installing changes in the manufacturing production environment; Assists in preparing solutions to manufacturing production problems such as process flow constraints or bottlenecks, proper tooling applications, troubleshooting operation instability, and applying standardize work practices. Assists in studies to determine cost of implementation using basic industrial engineering methods with minimal oversight from higher level employees. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-9).

Specialized experience at GS-11: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Conducts methods studies by reviewing process plans, preparing recommendations, and/or installing changes in the manufacturing production environment; conducts time studies of manufacturing processes to establish accurate engineered time standards; Identify and/or develop data to support detailed engineering studies; prepares manufacturing reports/documents to present findings to management. This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-10).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
-For the GS-09, must have 52 weeks at the GS-08 (or equivalent)
-For the GS-10, must have 52 weeks at the GS-09 (or equivalent)
-For the GS-11, must have 52 weeks at the GS-10 (or equivalent)
