You will serve as an Operational Planner in the Expeditionary Directorate (EX) Contingency Engineering (CE) Division of NAVFAC OSF.
Duties
You will analyze operational plans (OPLANs); contingency plans (CONPLANs); and DoD policies, strategies and doctrine as they relate to NAVFAC products, services, and authorities.
You will develop and promulgate NAVFAC operational level long-range plans, initiatives, and strategies that align to future contingency engineering operations.
You will maintain and update a database of OPLANs, CONPLANs, and NAVFAC future contingency engineering plans.
You will review and analyze mobilization, disaster response, and logistic planning guidance and plans as required to identify objectives, priorities, and relevant policies related to supported commander future contingency engineering requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of Naval Facilities Engineering Systems Command (NAVFAC) organization, business practices, authorities, and responsibilities; 2) Knowledge of goals, resources, objectives, organizations and functions of supported commanders and the organizations served and related customers, functions, resources and users. 3) Knowledge of principles, theories, practices and techniques of operational planning; 4) Familiar with the development of multiple-branch planning across numerous functionally-aligned planning staffs within a Geographic Combatant Command or other large unified command staff; 5) Knowledge of DoD Global Force Management (GFM) System, to include the ability to access and understand how the GFM Assignment Process (GFMAP) assigns forces via Request-for-Forces (RFF) from service-component force providers to operational rotations; 6) Strong speaking, writing, and presentation skills; the standard of writing and thought should rise to the level of peer-reviewed military publications; 7) Ability to analyze and solve complex problems and develop proposals for resolution; and 8) Knowledge of general engineering, contingency engineering, and logistic support concepts that support operational requirements.
