The Department of Technology Services (DTS), Policy and Resource Management Division (PRMD) provides support to the Associate Director for Technology Services and the Chief of Staff in providing oversight and management for the administrative functions of the judiciary's national information technology (IT) program.

Duties

The PRMD's work includes managing budget formulation, execution, and reporting activities associated with the Judiciary Information Technology Fund; managing IT acquisition support within DTS; managing the department's marketing and communications tools; and providing staff support to the Judicial Conference Committee on Information Technology and the IT Advisory Council. The incumbent of this position will report to the Chief of the Policy and Resource Management Division and serve as a program analyst for cross-cutting IT issues related to budgeting/financial management, contracts and acquisitions, communications, and judiciary policy. The incumbent will have frequent interaction with staff throughout the Department of Technology Services, the Administrative Office, and the courts. The ideal candidate for this position must have a strong sense of customer service, excellent analytical skills, experience in handling multiple and competing priorities, and the ability to communicate effectively in writing and in person at all levels. Duties include but are not limited to: Conducting in-depth research and participating in studies and other assessments involving complex issues related to the management of the Judiciary's IT program and conveying ideas, findings, alternatives, and recommendations clearly and effectively. Assisting in the development of policies affecting the Judiciary's national IT program for consideration by the Judicial Conference of the United States and other Judicial Branch authorities. Providing staff support to Judiciary IT management groups, as appropriate, including developing meeting agendas, drafting meeting reports, and tracking initiatives. Tracking progress on Division-wide tasks to ensure projects stay on schedule and deadlines are met. Collaborating with colleagues in the Division and throughout the Administrative Office's IT community to develop guidelines, processes, and procedures that will ensure consistency in how IT requirements are funded and managed. Providing assistance in developing the annual update to the Long Range Plan for Information Technology in the Federal Judiciary.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry including data collection, data analysis and interpretation, and reporting findings; ability to solve issues quickly and effectively, involving a methodical step-by-step approach to thinking, breaking down complex problems into single and manageable components and considering each part in detail; and identifying discrepancies and inconsistencies in available information.
