You will serve as a FINANCIAL MANAGEMENT ANALYST in TRAINING AND EDUCATION COMMAND.
Duties
You will Performs or advises on work in any of the phases or systems of budget administration. The work is concerned with the performance of functions.
You will formulate of budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will develop, determine and interpret budgetary policies and practices.
You will perform financial management duties and responsibilities may also be performed by incumbents of this position.
You will have comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations.
Requirements

- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: develop and maintain a system of budgetary controls, oversee the annual budget submission process; conducting rigorous financial analysis and delivering assessments and recommendations to leadership; AND building networks and alliances across a complex organizational structure..
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11
grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing any of the phases or system of budge administration, fiscal, accounting or financial management to support the plans, programs, and activities including presenting and defending budget request, control, and reporting of obligations and expenditures.
