This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Budget Analyst within the Army Special Programs Directorate (ASPD), at the Department of the Army (DA) Staff level conducting budgetary operations to support the Army's most sensitive compartmented programs.
Duties
Facilitate budget execution oversight, ensuring programs meet prescribed fiscal year execution goals.
Provide advice and guidance on interpreting regulations and procedures for execution of assigned funding.
Identify and analyze funds obligation and execution trends to ensure annual budget plans and estimates are used to support program objectives.
Monitor and track obligations and expenditures throughout the execution phase of the annual operating budgets.
Assist with the development of guidelines and a general framework for the formulation of policies, plans and programs to ensure effective financial conduct of assigned missions, functions, and operations.
Requirements

- May be required to take a periodic CI polygraph examination.
- Top Secret clearance required.
- Required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required prior to appointment and periodically thereafter.

Specialized Experience: One year of specialized experience which includes utilizing an automated budget system such as, programming, budgeting, and execution system (PPBES) in order to analyze and provide oversight on immediate and long range (multiyear) budget and fund requirements; provide advice and guidance, as necessary, to budget and program personnel; apply accounting principles and systems to interpret and analyze reports and data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
