Duties
The Hollings Manufacturing Extension Partnership (MEP) is based at NIST and its mission is to enhance the productivity and technological performance of U.S. manufacturing. MEP is a public-private partnership. Through its collaborations at the federal, state and local level, MEP Centers work with manufacturers to develop new products and customers, expand and diversify markets, adopt new technology, and enhance value within supply chains. The MEP Program serves as a bridge to other organizations and federal research labs that share a passion for enhancing the manufacturing community.
If hired as Supervisory Management and Program Analystfor the MEP group, your duties will include:
Supervising a team responsible for reviewing and monitoring cooperative agreement and contract compliance
Ensuring the team provides guidance and technical assistance to new award recipients; fostering improved Center performance leading to greater network impacts; assisting centers to identify and correct programmatic weaknesses and compliance deficiencies; identifying and overseeing projects to improve center programs and practices
Improving MEP policies and procedures
Gathering and sharing knowledge, lessons learned, and best practices
Fostering and managing strategic partnerships
Serving as subject matter expert for cooperative agreements and MEP center operations, and providing input and advice to MEP senior management
Establishing individual and team goals, assigning work, evaluating performance, and providing appropriate feedback to staff
Collaborating and empowering the MEPNN (51 MEP Centers located in all 50 states and Puerto Rico, the MEP Advisory Board, MEP Center boards, and state stakeholders across U.S.)

- Merit applicants must meet time-in-grade/band requirements, as applicable

Qualifications
Applicants must have 52 weeks of specialized experience equivalent to the GS-13 grade level (ZA-III for NIST). Specialized experience is defined as experience:
supervising and managing various complex projects
consulting and coaching executives or organizations to increase performance
independently overseeing the business aspects of cooperative agreements
providing guidance to correctly implement laws, rules, regulations, and policies for grants and cooperative agreements
developing and leading national initiatives.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
