The primary purpose of this position is to serve as an intel specialist focused on Intelligence, Surveillance, and Reconnaissance (ISR) capability and capacity building activities with foreign air intelligence
Organizational location of position: PACAF, Directorate of Intelligence, Surveillance, and Reconnaissance, ISR Strategy, Plans, and Readiness Division (A2X), JB Pearl Harbor-Hickam, HI.
Duties
DUTY 1 - Plans and Directs Foreign Partner Engagements
DUTY 2 - Develops and documents foreign partner ISR engagement strategy.
DUTY 3 - Controls Intelligence Contingency Funds (ICF).

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Must Obtain/Maintain Top Secret Security Clearance with SCI Non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Incumbent is subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
- An advanced intelligence-related or professional/scientific degree is desirable.

Qualifications
**You must understand that this is a TERM NTE position, and a 3 calendar day break in service (to exclude civilian and military retirees receiving an annuity) will be required prior to appointment to this position for current Federal permanent civilian employees. **
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of relevant military, political, and economic activities of assigned countries, as well as salient international relationship s with regards to US security interests in the Indo-Pacific theater, INDOPACOM
Theater Security Strategy, and National Defense Strategy. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of DIA Directive 2000.200 (International Defense Intelligence Relationships), USINDOPACOM/J2 Intelligence Strategies, PACAF Country Plans, and PACAF Campaign Strategy.
2. Comprehensive knowledge of relevant military, political, and economic activities of assigned countries, as well as salient international relationships with regards to US security interests in the Indo-Pacific theater, INDOPACOM Theater Security Strategy, and National Defense Strategy.
3. Skill in conducting, coordinating, monitoring, and evaluating the analysis of multi-source information to identify partner capabilities and foreign engagement priorities, objectives, and strategies.
4. Must possess superior interpersonal and negotiating skills in the completion of assignments. Ability to work with a wide range of personalities and ranks is absolutely key in this position. Must know and be able to apply proper protocol guidelines for the rank of engagement participants.
5. Skill in communicating effectively with others, both orally and in writing, to work out solutions to problems or answer questions, writing clear and concise after-action reports, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
6. Must possess impeccable work standards and work ethics in order to establish priorities and be able to accomplish tasks within established timelines.
7. Ability to make recommendations significantly changing, interpreting, or developing important policies and programs.
8. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of
urgency and pressure based on mature judgment and experience, and present and/or defend a position effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
