Duties

The primary purpose of this position is: To serve as a MAJCOM headquarters level senior test and evaluations program analyst, applying Air Force military rated aviator, logistics, requirements, planning, programming, and budgeting experience to determine applicable policies, regulations, directives, programs and procedures for the analysis, development, and evaluation of critical issues, and development of recommendations to resolve substantive problems and issues in a major command, and to provide critical information to Senior Leaders to aid in procurement and fielding decisions. Duties: Applying Air Force military rated aviator experience, plans, analyzes, evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and suitability of Major Acquisition programs under test in assigned major command programs. Documents test plans, final reports, and planning and programming decisions in appropriate formats to meet DoD, Air Force and Major Command requirements. Using AF military rated aviator experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, consultations, and strategy sessions with other staff service functions and activities to gain cooperation, resolve controversial matters, and convey information relative to proposed changes in test and evaluation projects and overall programs.

  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is required.
  • Must be able to obtain and maintain a secret security clearance.
  • Minimum three years of experience planning, directing, or managing operational test on mobility aircraft highly desirable.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, GS-0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of DOD, Joint and AF test and evaluation and acquisition principles, concepts and methodologies to issues or studies concerning the efficiency and effectiveness of program operations. Extensive knowledge of mobility operations, aircraft ground equipment, and aerial port systems and associated equipment. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a very broad range of DOD, Joint, other Services, Air Force, foreign governmental agencies, and contractor command test and evaluation principles, concepts, policies, and methodologies to resolve program issues and provide analytical studies concerning the efficiency and effectiveness of program operations. In depth knowledge of DOD, Air Force, and command directives and instructions concerning test and evaluation, logistics configuration control, logistics quality assurance, and ground/air safety programs pertaining to the worldwide mobility mission and its relationship to the various agencies involved in acquisition and sustainment program planning and execution for military operations. Skill in test management of mobility air forces (MAF) aircraft, mission planning, maintenance, aerial delivery, Command and Control (C2), and aerial port support systems, as well as other DoD, MDA, NASA, JOINT and coalition systems. In depth knowledge of DoD, Air Force and MAJCOM acquisition test goals and objectives, sequence and timing of key operational events pertaining to test planning and program milestones, and methods of evaluating the effectiveness and suitability. Ability in designing and conducting comprehensive studies and technical analyses for diverse Air Force programs and preparing solutions to resolve substantive problems/issues of operations in a major command program. Skill in practical and theoretical application of analytical methods. This includes cost/benefit analysis and economic analysis that may be used to evaluate policy or program proposals. Skill in applying rated mobility aviator experience to plan, organize, and lead others in programs or specific projects and to deal effectively with diverse individuals and groups to accept and implement recommendations, including proposals involving substantial resources and extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing on technical issues, results, requirements, accomplishments, program status, and project financial status. This includes the application of word processing, spreadsheet design, preparation of slide presentations, and other computer software media and communication programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
