The position is located in the Capital Asset Policy, Planning, and Strategy Service, Office of Asset Enterprise Management (OAEM) in Office of Management, Department of Veterans Affairs (VA) Central Office ((VACO) which serves as the Department's lead for corporate-level capital asset management function. OAEM oversees capital asset activities to ensure consistent and cohesive departmental approach and effective portfolio and asset performance management throughout capital asset life cycle.
Duties
The Management Analyst in the Capital Asset Policy, Planning and Strategy Service (CAPPSS) will serve as a senior level analyst and expert on programmatic matters of OAEM with a particular emphasis on the implementation of departmental major initiatives and real property capital planning initiatives. The Management Analyst will be a subject matter expert and intricately involved in the planning, budgeting and execution oversight of VA construction programs. The Management Analyst will be intricately involved in supporting the implementation and management of the SCIP VA Major initiative. The Management Analyst will participate in the development of a 10-year plan and strategic assessments for each facility beginning with the budget year to reduce gaps between standards, current condition and location utilizing plans for corrective actions, analyzation of action plans, development of program specific guidance for capital asset plans and processes, annual capital budget requests for the OMB, and ensure adherence to legislative requirements for Departmental policy and procedures. This position will also provide systematic and sound business analysis of proposed investments and associated asset applications and proposals to provide flexibility in managing VA's capital asserts. The Management Analyst will work with representatives from the Office of General Counsel and Congressional and Legislative Affairs. The Management Analyst will be knowledgeable of the Congressional budget process for construction funding and existing methodologies regarding the validation techniques to evaluate and document capital assets. The position will also require the ability to develop cost effective analysis, business cases, and VA program operating plans.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 02/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: supporting the implementation and management of the SCIP VA Major Initiative. The incumbent serves as a senior level analyst and expert on programmatic matters of OAEM with a particular emphasis on the implementation of departmental major initiatives, specifically the SCIP process, construction program management oversight, and a other real property capital planning initiatives. The SCIP initiative is a mechanism to prioritize facility investments through a 10-year plan with an improved capital investment process. It will provide a long-term strategic vision of VA's capital requirements including new construction and renovation, leasing, and one-time repairs, influencing the current budget year and out years.???????
