The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the
Chief, Economic Management Division.
This position is a Senior Executive Service (SES) Career-Reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.
Duties
The Chief, Economic Division will:
Have overall responsibility for developing and carrying out operations to support economic statistics programs while implementing best practices in project and program management.
Work closely with the Assistant Director to establish priorities; works in partnership with the division chiefs and managers in the Economic Programs Directorate as well as corporate service providers within the Census Bureau; and ensures timely delivery and completion of operations for economic programs.
Be responsible for, in cooperation with the Chief of the Economic Applications Division, for ensuring that the necessary technology, hardware and programs for the processing of economic data are in place to achieve statistical objectives and for the effective and timely processing and release of the data, conducting a continuous review and evaluation of the effectiveness and quality of system output.
Have final responsibility for the development and establishment of directorate standards, within general Census Bureau policies and legal requirements, for prescribing the conduct of statistical surveys, for working relationships with other governmental agencies, business and industrial groups, and other organizations, and for preparing requirements and specifications for the collection, processing, and dissemination processes for all programs of the Economic Directorate.
Foster cooperative relationships with officials of other governmental, business, and private groups in making arrangements for desired data and other assistance necessary to the accomplishment of the Directorate's programs, and to obtain their fullest cooperation and support of the basic program.
Travel Required: Occasional Travel
Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.

Professional and Technical Qualifications (PTQs):
PTQ #1- Experience that demonstrates extensive knowledge of statistical survey methodology, data collection methodology, data capture and information technology systems sufficient to manage the Census Bureau's planning and implementation of operations for the Economic Directorate.
PTQ #2- Experience that demonstrates knowledge of the statistical needs of the broad range of economic data providers and users, including government policy makers, other statistical agencies such as the Bureau of Economic Analysis and the Bureau of Labor Statistics, and private industry.
PTQ #3- Experience that demonstrates knowledge in effectively developing and implementing innovation across program areas resulting in reduced costs and efficiencies as well as improved quality or reduced respondent burden with respect to survey collection, processing and/or data dissemination.

Education
- Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

- Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
