Duties
You will serve as a Budget Analyst in the Headquarters Comptroller Division, Naval Special Warfare Command (NSWC).
You will coordinate with and provides guidance, advice, and support to Headquarters staff to develop and execute annual spend plans for specific programs of record.
You will issue timely and accurate financial documents; actively monitors obligation rates and open commitments; maintains documentation in support of audit requirements.
You will ensure compliance with fiscal law, financial management regulations, higher headquarters directives, and published policy.
You will conduct financial analysis; facilitates resolution of errors and common problems within the financial system of record.
Requirements

- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
Qualifications
GS-12:Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: identifying, establishing or executing current and prior year funding to maintain annual spend plans and provide recommendations or solutions to budge execution issues; and provide guidance to program managers regarding fiscal laws, regulations, policies, and procedures applicable to DOD funding requirements within a DoD financial system (ie. DAI).
GS-11Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with identifying, establishing or executing current and prior year funding to maintain annual spend plans and provide recommendations or solutions to budge execution issues; and provide guidance to program managers regarding fiscal laws, regulations, policies, and procedures applicable to DOD funding requirements within a DoD financial system (ie. DAI).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
PhD or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., (if related).
