This position is at the full performance level and is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Phoenix VA Health Care System (PVAHCS) in Surgical Service. The Program Support Assistants (PSA) provides administrative information and assistance to the supervisor, and staff, on the practical and technical aspects of office administration, other administrative support services, and to perform staff support work.

Duties

Advisory Services Advisory service is provided on the basis of personnel knowledge or on the basis of personal research in the guidelines or contacts with the offices and individuals within the service. Serves in a support role to the leadership team and presents suggestions and input on ways for improving organization administrative efficiency. May provide information and guidance to lower graded administrative support assistants. Budget and Financial Management Serves as the primary timekeeper for the service. Reviews time and attendance reports for employees and assures reports are correctly entered into VATAS. Maintains files and training certificates on VATAS Certifiers and Timekeepers. Responds to and resolves issues involving VATAS, which may include requests to add/remove employees, names changes and passwords. Advises supervisors and employees concerning questions about pay, hours of duty and leave. Provides technical assistance as needed. Office Program Work Collect data, review, analyze and develop plan (if necessary), monitors signed/unsigned clinical notes, to improve access and in support of completing outpatient encounters. Provides data and proposals to the Chief of Surgery (Service Chief) and Administrative Officer (AO) for this same function. Assists with identification of staffing shortages and deficiencies assuring efficient allocation of clinical personnel needed to maintain safe unit staffing levels as needed. Ensures data validation from (Gains and Loss [G&L], inpatient rosters and Cost Data Reports [CDR]). Compiles data, produces trends and makes recommendations based on the data and requirements, to assist the Sub-Specialty Chief with VA, national and local regulatory compliance. Participates in the development and review of clinical staffing and scheduling policies /procedures. Provides staffing and clinical outcomes data to interdisciplinary team members to establish and effectively trend staffing and clinical care outcomes metrics. Collaborates with the Surgical Service, Automated Data Processing Coordinator in the development of accurate and timely data pertaining to the utilization of overtime and floating as a mechanism to maintain appropriate unit staffing levels. Serves as a resource person to the Surgery Service management team and/or others relative to data management issues related to staffing. Assures that all daily staffing reports and worksheets are completed and maintained in accordance with established policies and procedures. Assist the Sub-Specialty Chief in consult management. Office Services Services as the primary point of contact for their Sub-Specialty section for the administrative management of consults, open encounters, clinic set-up, and implementation of access principles. Assists Administrative Officer (AO) with Credentialing and Privileging of Physicians, Mid-Level Providers, and Dependent Providers. Assists the AO in the preparation of new employee hiring paperwork; to include but not limited to hiring memos, ARPA, securing initial VETRPO information. Responsible for data collection, analysis, and reporting for the assigned Sub-Specialty Section. Pulls data from systems such as VHA Support Service Center (VSSC), Strategic Analytics for Improvement and Learning (SAIL), and Specialty Productivity Access Report and Quadrant Tool (SPARQ), including those reports built using Pyramid Analytics, and VISTA for Budget reports. Analyzes this data and prepares reports for Sub-Specialty Chief and Surgery leadership. Assist Sub-Specialty section staff in understanding and utilizing data gathered from these sources. Serves as Sub-Specialty section expert on Managerial Cost Accounting (MCA) reports. Reviews and updates labor mapping for section staff, works with MCA staff to address concerns with cost outliers, and ensure person class code assignments are accurate and reviewed on a regular basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experiences described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Verifying of information in health care provider files; Maintaining confidentiality of information in accordance with the Privacy Act; Provides quality control checks on data; managing multiple projects and priorities and meets deadlines; using software applications such as word processing and data bases and internet database applications for data entry, file maintenance and data retrieval; and researching reference materials, regulations, and standards to identify appropriate action necessary to correct problems or issues. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: Decisiveness, Information Management, and Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and is usually accomplished while the incumbent is comfortably seated al a desk or table. Some walking and standing may occur in the course of a workday in connection with attendance at meetings and conferences, or while researching assignments. Items carried typically are light objects such as, briefcases, notebooks, and reports. Lifting of moderately heavy objects is not normally required. No special physical effort is required to perform the work. Work Environment: The work is primarily performed in an office-like setting involving everyday risk or discomforts which require normal safety precautions typical of such places as offices, meetings, and training rooms. The incumbent uses safe work practices with office equipment, avoids trips or falls and observes fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
