This position is part of the WAPA-RMR-Rocky Mountain Region. As a Supervisory Power Systems Dispatcher, you will be responsible for the execution and coordination of power system dispatching activities of the assigned function in the respective region. **This is not a remote position. The selectee will be required to be physically present in Phoenix, AZ.**

Qualifications

Qualifications: Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy. SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government. To qualify for the AD-05: Applicants must have one year (52 weeks) of specialized experience equivalent to the AD-04/GS-12 grade level or equivalent pay band. This experience includes all the following: Monitoring generation and tie line data and, when necessary, adjusting generation levels or takes and/or directs appropriate action to meet interchange, load, and reserve requirements. Monitoring the Area Control Error (ACE), and in the event of a forced outage of a generating unit, takes appropriate actions to correct large, sustained deviations. Administering (approving/denying/curtailing) North American Electric Reliability Corporation (NERC) interchange schedule E-tags per the utility industry and company business practices. Evaluating transmission outages, either scheduled or forced, to determine their effect on interchange scheduling (e.g., ATC or an open scheduling path) and making changes, delays, or cancellations as appropriate. Providing technical expert advice and guidance on bulk electrical systems, power system dispatch principles and practices and, demonstrating power system dispatch compliance required by the North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC) standards. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. PHYSICAL DEMANDS: The work is primarily sedentary and requires sitting in one position for long periods of time with intense concentration. Must possess normal color vision, visual acuity and hearing sufficient to detect audible and visual alarms presented and have the ability to mentally analyze material observed and form a logical and appropriate course of action. WORK ENVIRONMENT: The work is performed primarily in an office setting. The position is in a continuous operation control center, requiring incumbent to work up to 12-hour rotating shifts, including nights and weekends and holidays. Mental and emotional stresses are affected by the need for highly accurate decisions that must be made quickly and sometimes with limited or incomplete information.
