This position is located in the U.S. Department of Agriculture (USDA), Office of the Secretary (OSEC), Assistant Secretary for Congressional Relations (ASCR), Center for Faith-Based and Neighborhood Partnerships (FBNP). The USDA Center for Faith-Based and Neighborhood Partnerships reports to the Office of the Secretary and the White House Office of Faith-Based and Neighborhood Partnerships.
Duties
Promotes coordination across USDA agencies with varying missions.
Conducts analytical studies or projects that involve research, cooperation and/or that promote the strategic interest of the U.S. government.
Evaluates existing internal and external processes and procedures, drafting proposed findings and recommendations to administrative systems, legislation, and regulations to promote efficiency and to achieve mission-oriented objectives.
Develops reports, analysis, and correspondence regarding priority topics.
Anticipates and prepares for changes that could result from proposed legislative or regulatory guidelines or from variations in demand for program services.
Leads comprehensive management studies and/or projects to improve operations and their impact on programs and initiatives.
Researches and analyzes source data reports, summarizes data and prepares charts, graphs and statistics.
Advises high level, high priority, urgent, and controversial issues, problems, and situations which arise while responding to policy and action initiatives.
Develops, organizes, and implements functional short- and long-range plans concerning programs.
Participates in interoffice program planning and implementation meetings, to promote cooperative and harmonious relationships in the effective planning and coordination of the program(s).

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Program Analyst. For this position, the specialized experience is experience conducting analytical studies or projects that involve research, cooperation that promote the strategic interest of the U.S. government; drafting responses to inquiries from Congress, OMB and the public, regarding USDA programs; representing an office/agency in meetings/conferences and sharing detailed information about USDA programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
